In the Samara region, the administrative burden on business is reduced
Simplification of business procedures and increasing the investment attractiveness of the region is one of the priority tasks in the work of the Regional Government and the Ministry of Economic Development and Investments of the Samara Region. The reform of control and supervisory activities (CPA) is primarily aimed at economic growth and investment attractiveness of the regions. In the Samara region, in the past three years, a risk-oriented approach, prevention of violations have been successfully introduced, a regulation on the types of control and administrative regulations has been developed, and information to controlled entities is actively used, both in the format of public discussions and in specialized sections on the websites of the KNO. So, for example, any entrepreneur can go to the site and get acquainted with those mandatory requirements that the inspector will pay attention to during the inspection. Also, controlling departments post clarifications on problematic issues of their activities.
“An important stage in the implementation of the CPA reform is the application of a risk-based approach during scheduled inspections - in 2020 it was introduced for 60% of the types of regional control and supervisory functions, and in 2021 - for 100%”, - said Dmitry Bogdanov.
So that entrepreneurs can make sure of the transparency of inspections, as well as ask questions of interest, the control and supervisory authorities hold public discussions on the results of their work on a quarterly basis. Such meetings with the business community are held in face-to-face and online formats. “At the regional level, we on an ongoing basis carry out explanatory, methodological measures with regulatory authorities, coordinate the process of reforming regional and municipal control with local administrations”, - explained Dmitry Bogdanov.
Entrepreneurs annually assess the procedure for passing inspections, the convenience and clarity of the procedure, the number of these events per year, the number of requested documents, as well as facts of pressure from the authorities or natural monopolies.
The results of their assessments are taken into account when calculating the final index of the region in the National rating of the state of the investment climate. The document is being prepared by the Agency for Strategic Initiatives on behalf of the President of the Russian Federation Vladimir Putin. Recall that by the end of 2020, the Samara region took 8th place, becoming one of the country's subjects with the best conditions for doing business and implementing projects of private investors.
“The results of work on reforming control and supervisory activities have contributed to strengthening the position of the Samara region in the National Rating. The analysis of the "Administrative Pressure - 2020" index showed that compared to 2018, the Samara Region showed growth, having risen from 69th place to 49th place in 2019, and to 34th in 2020. The improvement of the position of our region was facilitated by the holding of thematic trilateral meetings with the participation of regulatory bodies, our ministry and the business community", - Dmitry Bogdanov said.
