The Samara Region project won the competition as the “Best infrastructure project on PPP principles in health care”
On December 5, 2016, the ceremony of awarding the winners of the All-Russian Competition “The best project of public-private collaboration in health care” in 2016 was held in Moscow in the framework of the “Russian Health Care Week – 2016”. The competition started on June 30, 2016. The main objective of the competition was the identification of best practices and case studies in the field of public-private cooperation in health care and attracting attention of representatives of state authorities, business community and media. Deputy Minister of Health of the Russian Federation Sergey Kraievoi took part in organizing and conducting the competition awards ceremony on behalf of the Ministry of Health of Russia. The project for construction and operation of a separate body of the Center of Extracorporeal Blood Correction and Clinical Transfusion located at the address: 159, Tashkentskaia St., Kirovsky District, Samara, Samara Region, won in the category of “The best infrastructure project on PPP principles in health care”.
This is the first project in the health sector, implemented in the Samara Region through the mechanism of the concession agreement, starting from 2013. The Agency for Strategic Initiatives identified this project as the best practice of implementation of public-private partnership projects in the social sphere. Investor – Samara company FARM SKD LLC plans to invest in the project equity and credit funds in the amount of 5.834 million euro before 2017. Within the project, the investor is obliged to create the center building, equip and operate it for 15 years. At the end of this period, the property created will be transferred to the Samara Region. Currently, the center building is completely built, finishing works are in progress. 17 projects amounting to 166.667 million euro of attracted extra-budgetary investments are implemented in the Samara Region with the use of public-private partnership. At the end of 2015, the Samara Region took 3rd place in the Rating of regions in terms of PPP development, losing less than 1 percentage point to the cities of Moscow and St. Petersburg.
